No - DARK MODE is a standard resource pack. Download the .zip here, place it in your resourcepacks folder (Options > Resource Packs > Open Pack Folder), and select it in-game. OptiFine or mods are optional, not required.
What Minecraft versions does DARK MODE support?
DARK MODE is built for Minecraft 1.21. Need it for an older or newer release? PacksMC auto-converts the pack to other Java Edition versions from the version picker above.
