No - blue cpvp is a standard resource pack. Download the .zip here, place it in your resourcepacks folder (Options > Resource Packs > Open Pack Folder), and select it in-game. OptiFine or mods are optional, not required.
Can I use blue cpvp on Minecraft versions other than 1.21?
